when I go to webpage to craft a new recipe it lets me add items check recipe says new recipe.The i add title and description then go to click check recipe and nothing happens and wont let me finish

Are you using the Web Interface or the HUD? What Browser are you using if you are using the Web Interface?
This issue was resolved by clearing second life cache and web browser cache.
The user had to do this multiple times, but it ended up resolving through this method.
